Local Independent Restaurants

I was laid-off in March 2020 from a restaurant that never reopened. Many of Louisville's landmark independent local restaurants did not survive 2020.
Add to that many other pressures including staffing issues, supply chain disruption and increased costs all around and I'm sure locally owned restaurants around the world are struggling more than ever.
Independent local restaurants serve as cultural centers, sometimes even with historic importance, and these businesses often operate on a thin margin at the best of times. When they close, chains often fill the space.
What can be done to support struggling restaurants or encourage new independents to take up the role of creative and vital social institutions?
Fiction is a hypothesis, put it in a story!
