Citizens of Cyberspace

It has been 26 years since John Perry Barlow declared "I come from Cyberspace, the new home of Mind." in his idealistic Declaration of the Independence of Cyberspace.

But are they really any actual citizens of cyberspace?

Sure we are all online everyday and many make their living online. But does that make us citizens or just visitors with work visas?

What would it mean to be a citizen of cyberspace?

Citizenship seems to be a value in question these days.

What does it mean to be a citizen?

Maybe if we cannot define it we can show it in a story?
